Pennsylvania’s Monroe County Opting to Self-Insure for Workers’ Comp

Monroe County has decided to start taking their workers’ compensation matters into their own hands. Up until now, they’ve been receiving workers’ comp insurance through the Pennsylvania Counties Workers’ Compensation Trust, developed by the County Commissioners Association of Pennsylvania. However, after this year, they believe they could have saved $300,000 by just being self-insured.
In 2010, Monroe County paid more than $800,000 into the fund. That number was calculated based on a formula that takes into account the number of likely and actual claims for specific types of work. They will continue to buy workers’ comp insurance for large liability claims that amount to at least $500,000 each.
The Pennsylvania Counties Workers’ Compensation Trust also offers seminars and onsite training sessions for county personnel with the goal of reducing accidents and claims, but it looks like Monroe County still isn’t interested in continuing. They say they are going to start their own accident prevention campaign and focus mainly on Snydersville jail. They say workers’ compensation claims are more likely at the jail because corrections officers are more likely to engage in heavy lifting and other high-risk physical activities.
With Monroe leaving the program, there will be 32 other participating counties. They can earn up to a five percent premium reduction every year if they are in compliance with the organization’s loss control policies.
